In 1958 MHA constructed the first elderly housing development in Middleborough. This development is known as Nemasket Apartments. Nemasket -1 Apartments is located between Frank, Park and Sproat Streets and Nemasket -2 is located on Maddigan Way. Nemasket -1 Apartments, the location of the CPA project, consists of forty (40) one-bedroom units in a campus style setting with the apartments surrounding a grass park and a community building. The portion of our Nemasket Apartments Roof Project to be funded with this Community Preservation grant will entail removing the existing roof shingles on the two building located at 120 and 140 Sproat Street replacing them with 30 year architectural roof shingles. These buildings were chosen because in spring 2018 after several days of rain, a resident notified us of a leak in her apartment. We located the source of the leak and applied a temporary fix of a rubber membrane in the area and re-shingled. As the roof shingles on these two buildings are at the end of their useful lifespan, it was determined that the roof shingles on both buildings should be replaced. In conjunction with the CPA component of the Nemasket Roof Project, Middleborough Housing Authority (MHA) will fund the cost of replacing the rake boards, facia and soffit with maintenance free products. MHA will also fund the cost of the MHA employees to install the materials. Additionally, since the buildings were built 1958, when the roof shingles are removed, MHA will assess the condition of the roof structure and underlayment and replaced any components as needed.

Our 2018 Capital Needs Assessment identified 13 of the 16 Nemasket apartment buildings as requiring new roofs within the next five years. Two years ago, we replaced roofs on two buildings at a cost of $52,000 and we replaced the facia, soffit and trim boards with a maintenance free materials on these units this year. We also replaced the roof on one building this year. For FY19, MHA has received a CPA grant to replace the roofs on two additional buildings, which will leave 11 buildings that still need new roofs.

For the past few years MHA has received approximately $160,000 annually for all capital improvements to our state properties and we do anticipate continuing to receive this funding. Even so, we must prioritize the capital needs of all 26 buildings consisting of 126 one, two and three bedroom apartments. Roof replacement at the Nemasket Apartments is listed as one of the top priorities. Presently we are in the process of replacing all original doors at our Nemasket 2 development utilizing 3 years of capital improvement funds ($450,000) so we will not have any capital funding available until 2020. We feel that the roofs will be long past their useful life span and do not feel we can wait until then to replace them. Therefore, our plan is to replace roofs on the remaining 11 building at the Nemasket development within five years with a combination of MHA operating budget and CPA funds. Each year MHA plans to replace the roof on one building with operating budget funds. Additionally, each year we plan to request CPA funds to replace the roofs on two other buildings. As a cost savings measure, MHA employees will install the new soffit, facia and trim work at the roof edge. On average this component of the project would cost 40% more if not completed by MHA staff.
