CPA funding application

Step One Application for FY24 CPA funding is due by noon on Thursday, September 15.
Once completed and approved by the Community Preservation Committee applicants must complete the Step Two Application
You may fill your information into the attached Word document and send it to us as an attachment at cpc@middleborocpa.org. No need for extra printed copies.

The simple Step One lets the Community Preservation Committee determine whether your project is eligible and give you some guidance, and it helps the CPC know how many projects to plan for. A few pointers are listed below.

The CPC will review Step One applications and determine eligibility at its meeting at 7 p.m., Wednesday, September 21. If a project is eligible, a more detailed Step Two application is due in November, and the CPC will vote whether to recommend the project to Town Meeting in April. Funds will be available on July 1, 2023.

Remember:

  • CPC administers grants from the fund on an annual basis. Any projects that do not submit a Step One in September must show a need for emergency funding (e.g. historic asset in danger, or real estate opportunity) with a separate application process.
  • CPC does not manage projects, which must have an applicant (town department or private organization, e.g. museum, friends group) and a project manager to handle contracts, budget, invoices, etc.
  • CPA funding can be used for open space, recreation, historic preservation, and community housing, and has restrictions within those areas. It can be cannot be used for maintenance, such as periodic repairs or painting.
  • CPC gives priority to projects that can provide 2/3 of their budget from other sources, e.g. public/private grants, other town budgets, donations of labor, materials, or fundraising.
  • If a project has a balance after it has been completed, as it was described in its CPA application, those funds will be returned to CPA fund accounts. Additional projects for the same property, building, facility, organization, etc. must submit a separate application.
